Qatar disclosed more than 1.1 billion dollars in funding to U.S. universities in 2025 alone, the largest single-country share of a 5.2 billion dollar total across more than 8,300 transactions. That funding scale sits alongside a second documented fact: Qatar has hosted Hamas's political office since 2012. A third strand of this network runs through Iran's Revolutionary Guard Corps, which holds two separate and legally distinct U.S. terrorism designations, and a fourth runs through Muslim Brotherhood-affiliated organizations with documented footprints across at least ten European countries and the United States. None of these four facts alone proves a single coordinated influence architecture. Together they establish that Green vertex infrastructure, state funding, safe harbor for a designated group's leadership, a state-sponsored paramilitary force, and a transnational political movement, is real, mapped, and in several cases already the subject of formal government findings.

The Documented Record

2025: The U.S. Department of Education's foreign funding portal recorded more than 8,300 transactions worth over 5.2 billion dollars in gifts and contracts to American universities, with Qatar the largest single source at more than 1.1 billion dollars. [DOCUMENTED]

2012: Qatar began hosting Hamas's political office after Hamas leadership relocated from Syria, an arrangement Qatari officials have said followed U.S. requests. [DOCUMENTED]

October 2024: The U.S. Treasury and Canada jointly sanctioned Samidoun, describing it as a sham charity serving as an international fundraiser for the Popular Front for the Liberation of Palestine, a U.S.-designated foreign terrorist organization. [DOCUMENTED]

October 25, 2007: Treasury's Office of Foreign Assets Control designated the IRGC's Qods Force as a Specially Designated Global Terrorist under Executive Order 13224, for supporting Hizballah, Hamas, and other groups. The parent IRGC organization was separately designated the same day by the State Department under a different authority covering weapons proliferation only, not terrorism. [DOCUMENTED]

October 13, 2017: OFAC designated the full IRGC, not just the Qods Force, as a Specially Designated Global Terrorist under Executive Order 13224, pursuant to the Countering America's Adversaries Through Sanctions Act. [DOCUMENTED]

April 8, 2019: Secretary of State Mike Pompeo announced the designation of the IRGC in its entirety, including the Qods Force, as a Foreign Terrorist Organization under Section 219 of the Immigration and Nationality Act, effective April 15, 2019 and published in the Federal Register. This marked the first time the United States designated a formal component of another country's official military as a Foreign Terrorist Organization. [DOCUMENTED]

The IRGC therefore holds two separate designations under two separate legal authorities: a Specially Designated Global Terrorist designation through Treasury and a Foreign Terrorist Organization designation through the State Department. July 11, 2018: The House Subcommittee on National Security held a hearing titled "The Muslim Brotherhood's Global Threat," entering into the record a Department of Justice finding that in the early 1990s the Brotherhood planned a network of U.S. organizations to spread its message and raise money for Hamas, with the Holy Land Foundation becoming the chief fundraising arm of that network. May 21, 2025: France's Interior Ministry publicly released an official report, prepared by a group of senior civil servants commissioned in April 2024, titled "Freres musulmans et islamisme politique en France," documenting political Islamism's footprint in the country. [DOCUMENTED]

October 2021: Austria's government-established Documentation Centre for Political Islam published a formal study documenting Muslim Brotherhood-affiliated networks across twelve European countries, including Austria, Belgium, Denmark, France, Germany, Italy, the Netherlands, Spain, Sweden, Switzerland, and the UK. 2025: A written question submitted in the European Parliament stated that Brotherhood-affiliated organizations, including the Forum of European Muslim Youth and Student Organisations and Islamic Relief Worldwide, receive substantial EU subsidies and function as a regular partner of the European Commission. No U.S. federal statute or executive order has designated the Muslim Brotherhood as a whole as a Foreign Terrorist Organization. Individual affiliated groups, including Hamas, hold their own separate designations. [DOCUMENTED]

What the Record Does Not Establish

The record does not establish that Qatari university funding, the Hamas office arrangement, the IRGC's designations, and the Muslim Brotherhood's European and American footprint are coordinated parts of a single directed campaign. Each is a separate, independently documented fact under separate legal or governmental processes. It does not establish that every institution receiving Qatari funds is compromised, or that every organization named in the Austrian or French government reports operates with the same intent, since those reports themselves describe varying degrees of connectivity rather than a single command structure. It does not establish that the Muslim Brotherhood as a global organization has been designated a terrorist entity by the United States, since that designation has never occurred despite periodic legislative proposals to do so. The strongest rival explanation is that these are separate instances of ordinary state behavior, a wealthy state funding soft power through education, a diplomatic hosting arrangement, sanctions against a specific paramilitary force, and normal government scrutiny of a transnational religious-political movement's regional affiliates, rather than one directed architecture.
