Victoria Nuland said on December 13, 2013 that the United States had invested more than 5 billion dollars since 1991 to assist Ukraine in building democratic skills and institutions, per the State Department's own archived transcript; the figure describes cumulative assistance, not regime-change funding. What the Record Does Not Establish
The Nuland figure documents assistance spending across two decades and every administration; it does not itself establish an engineered revolution, and this file does not claim it does. The leaked call establishes that US officials discussed Ukrainian government composition and that State did not dispute the recording. The accountability gap is an auditor's finding of tracking failure, not a finding of theft.
